We are pleased to see continued declines in underage use of all vapor products and JUUL products in particular. These data demonstrate that appropriate restrictions to access and marketing of vapor products work and can lead to meaningful reductions in underage use in a regulated marketplace. The data further show the need to escalate enforcement against the illicit disposable products that now dominate youth use. That enforcement effort, if coupled with market authorizations for products that meet the statutory standard with science and evidence, can unlock the historic opportunity to reduce the deadly harm of combustible cigarettes while continuing to drive down underage use.

“We initiated a company-wide reset to combat underage usage of JUUL products and resolve issues from our past. Since that time, use of JUUL as “usual brand” fell from 57.9% of past 30-day vapor product underage users in 2019, to 6.8% in 2021, and while we are still evaluating the data, in 2022, JUUL was not on the list of most often reported usual brands. While the recent NYTS data demonstrates that underage use of vapor products overall remains high, even factoring in the changes to the NYTS due to COVID-19, the numbers on JUUL use represent real progress in Juul Labs’ ability to advance harm reduction for adult smokers while using data-driven measures to keep our products away from underage users. To continue that progress, we must combat underage use and resolve issues from our past.”
